Guneydogu Anadolu Projesi
(GAP)
   GAP, or the Southeast Anatolia Project, is the Turkish acronym for its massive, $32 billion, multidam project to harness the waters of the Euphrates and Tigris rivers in southeast Anatolia in order to economically develop the area and help solve the Kurdish problem.
   Critics argue, however, that the project will really benefit western Turkey's energy needs, while the Kurds in the southeast lack the education or land ownership to be helped. In addition, the creation of large lakes behind the project's dams will flood and destroy significant Kurdish cultural remains, such as has been claimed concerning the proposed Ilisu Dam near Hasankeyf. Syria and Iraq have also complained bitterly that GAP is already robbing them of their rightful downstream water needs.
